The recent economic crisis in Iceland has raised issues of the sustainability of Icelandic Higher Education to new levels of importance. The Net-University Project was an [European Union] EU Leonardo-funded initiative to focus on the transfer of innovation in continuing university education. The partners concentrated on how knowledge and experience about distributed and distance learning models could be transferred between the partner countries, and how such models can be integrated into the education system to better support higher education and life-long learning. There was a particular interest in the practical use of Open Educational Resources (OER) for course design, and the sharing of these course modules across university partners. Some good practice and lessons from OER use in course design are listed.

This report presents the research findings and advice framework from the Cooperative Research Centre for Low Carbon Living (CRC LCL) Research Project RP3022: Policy impediments and incentives to effective education and training. The aim of this report is to create awareness about the incentives and impediments to Australian education policies aligned to sustainability, energy efficiency and low carbon living in continuing education and training targeted at trades and professionals practicing in the built environment. As most often referred to, engagement in continuing professional development (CPD) is typically beyond a primary qualification such as a Certificate III or a Bachelor Degree in the built environment. The CPD policies investigated as part of this research offer insights from the perspective of government, industry and vocational education policies and associated programs.

Energy efficiency initiatives across Australia are affecting existing occupations, requiring additional skills for new ways of doing things. Some new occupations are also being created, but on a much smaller scale. Skills Australia has explored the impact of energy efficiency initiatives in the commercial and residential building sectors on skills and jobs. Buildings make a substantial contribution to Australia’s emissions, and energy efficiency strategies are seen as a highly effective way of reducing them. Using qualitative research methods, Skills Australia has captured the insights of industry, government, professionals and Industry Skills Councils through in-depth interviews. The research also considered impacts of new and emerging technologies for energy efficiency.

This report serves the following purposes. First it provides an overview of the major labour market transitions across 13 European countries using monthly data of individual transitions over a period of eight years (1994-2001). Secondly, it investigates how these labour market transitions relate to people’s life-course by identifying different age cohorts. Finally, the study investigates to what extent cross-national differences in labour market transitions can be explained by institutional arrangements, namely the Unemployment Replacement Rate (URR), employment protection legislation (EPL) and labour market policies (LMPs). By doing so, the report contributes to Work Package 6 [WP 6: Labour Relations and modes of employment] of NEUJOBS as it shows how labour market models affect individual behaviour in the labour market. Furthermore, the empirical part of this report is based on a new data set that was compiled in an earlier stage of the WP. The research results provide policy relevant information about the sustainability of labour market institutions and the extent to which they produce intended and unintended outcomes. This is for example illustrated by the differences between countries regarding the transition from employment to retirement. While in Luxembourg, France and the United Kingdom this transitions marks the end of one’s career, it is not uncommon in countries like Finland, Portugal and Denmark that people retire and return to employment. Furthermore, the relative low inflow from education into employment in countries like Spain and Greece may be partly due to their relatively high levels of employment protection legislation (EPL), which is unlikely to be intended. And, finally it shows that the labour market institutions investigated here do not have an impact on transitions from employment to employment, and therefore do not produce the outcomes for which they are intended (neither stability nor flexibility).

Addressed to both local practitioners and national policy makers, this guide reviews responses to the recent economic downturn and the steep rise in unemployment in OECD and non-OECD countries, before identifying key principles for returning our communities to more sustainable growth for the future. In the coming years, a new partnership between the public and private sectors will be necessary to develop better quality jobs with possibilities for progression and greater accessibility for all. The guide reviews the most recent policy tools being trialled in OECD countries to contribute to this objective, illustrating the key messages with a variety of different case studies.

The post-2015 development agenda sets 17 Sustainable Development Goals (SDGs) and 167 targets. People are at the centre of sustainable development. However, sustainable development cannot be realized without educated people. Education has long been understood to be the key to sustainable development. All the programmes featured in this publication provide encouraging examples of the role adult literacy and education can play in enabling sustainable development. They also point to an urgent need for future policy development on the achievement of the Sustainable Development Goals to incorporate adult literacy and learning, promoting a transformative and holistic approach to the empowerment of disadvantaged individuals, families and communities. The implementation of the post-2015 development agenda - in particular, the education-related targets - requires the mobilization of sufficient resources for adult literacy and education to make sustainable development a reality for millions of people who have, until now, missed out.
The literacy programmes featured in this publication are drawn from every region of the world and testify to the central role of literacy in responding to sustainable development challenges such as health, social equality, economic empowerment and environmental sustainability. Most literacy programmes set out to combine at least two of the three dimensions of sustainable development - social equality, economic empowerment and environmental sustainability - and many of them target women.

This study focused on the need to regulate internal and external migration which is conceived to be relevant in the development of Nigeria. Rural areas in Nigeria are devoid of essentials of living and the inhabitants seek solace in urban areas. The country has lost a large proportion of its highly trained or highly qualified people due to poor conditions of service, poor remuneration, lack of infrastructure, insecurity of lives and property, among other factors. Suggestions are made as to how this can be rectified.

[Vocational education and training] VET students and their teachers have unique insights into the supply of demand for skills for sustainability, and this viewpoint can contribute, now and in to the future, to the further development of skills for sustainability in Australia. In this research skills for sustainability are broadly conceived as including skills for social, economic and environmental sustainability - a triple bottom line approach. The study provides evidence on the actual depth and breadth of the take-up of these skills within Australian training organisations and workplaces.
In summary, the results show that: apprentices, trainees and their teachers cared a great deal about soil, economic and environmental sustainability; supply was closely aligned to social demand for skills for sustainability so that demand for skills for sustainability from VET students was almost entirely met; there are important differences in the teaching, learning and utilisation of skills for sustainability that are related to gender and age; and in-class learning of environmental skills has increased over time and now slightly outweighs learning of these skills at work, however community learning of these skills outweighs both.

Given Britain's geographical position and industrial traditions, offshore wind power offers enormous potential, both domestically and as an export sector. However, weak and unclear signals from government on the long-term future of renewable energy mean the UK is at risk of a worst-of-all-worlds outcome: high costs combined with low pay-offs in the form of jobs and trade. Towards the overall objective of creating a 'virtuous circle' for the offshore wind sector in the UK, to promote growth, reduce costs and maximise the benefits in jobs, regional rebalancing and trade, the report highlights six priority areas of action: (1) clear ambition and policy certainty; (2) 'procurement' policy; (3) ministerial activism; (4) critical infrastructure: ports and the grid; (5) innovation; and (6) skills. The report also presents case studies of three countries who have built or are building strong offshore wind sectors: Denmark (the 'early adopter'), Germany (rapid expansion) and France (pro-growth ministerial activism).

UNESCO has agreed to streamline reporting; therefore, this report also serves as a report on the implementation of the UNESCO Decade of ESD. [Council of Ministers of Education] CMEC, Environment Canada, and the Canadian Commission for UNESCO have collaborated to respond to these requests through the preparation of Canada's report. The report looks at the period from 2007 to 2010 as an update to the 2007 CMEC report, Report to UNECE and UNESCO on Indicators of Education for Sustainable Development: Report for Canada.
